Employees eligible for tuition reimbursement through the TechCred Program must be W-2 employees and residents of the State of Ohio. In order to submit an application for the tuition reimbursement, you must first create a TechCred account and apply for a Supplier ID number with the State of Ohio (see instructions below).

  1. Go to the TechCred website (techcred.ohio.gov/apply).
  2. Select option to create a new account.
  • It is recommended that the person who will be administering to the account and responsible for monitoring emails and responding to deadlines set-up the account. This person will receive all notices regarding approval, reminders etc. and will have the password to access the account to submit applications for funding.
  • Typically a representative from HR or finance.
  • You will need the company tax ID number.

APPLY FOR A SUPPLIER ID

If your company does not already have a Supplier ID number for the State of Ohio, your will be directed to submit an application for one in order to create your TechCred Account and submit an application for tuition reimbursement.

  • This might take up to 10 business days, so you are encourage to do this in advance of the application deadline.
  • In the event you do not have a Supplier ID assigned one week prior to the application deadline, the application submission process is typically unlocked in order for you to be able to submit a contingent application. The application is accepted provided that you submit the Supplier ID to TechCred within 10 business days in order to complete your application and remove the contingencies.

  1. Log-into your account at TechCred link: https://ohid.ohio.gov/wps/portal/gov/ohid/login
  2. Click on the Apply Button
  3. Select the Appropriate Category from the dropdown menu based on the Credential being submitted:
  4. Select the appropriate credential for each enrollee.
  5. If you are submitting less than 15 slots, click on add another credential and complete the same form with the next credential. Repeat until you complete your 15 slots and submit.

An employee can be listed for multiple credentials – ie: Level 1, 2 and 3 in the same application.

  1. Please allow up to 90 days after the closure of the application period for the review process to be completed and for eligibility notifications to be issued.
  2. Once an application has been approved, the applicant will be notified immediately via email of the approval, which will include directions to sign their grant agreement electronically.

To be eligible for reimbursement, training for approved credentials must start no earlier than the Effective Date of the Grant Agreement, which is the first day of the application period. Training must also be completed by the End Date of the Grant Agreement, which is 12 months after the award date. Any training or costs incurred by the Employer before the award of eligibility and execution of the Grant Agreement are undertaken solely at the Employer’s risk.
  3. Signing the grant agreement has been incorporated into the TechCred online portal. They no longer need to sign it physically.
  4. Once they sign and accept their grant agreement electronically, the agreement will immediately be executed, their program status will update from “Approved” to “Servicing” and they can begin submitting their reimbursement requests/status reports.

Enroll your employee(s) in Stark State’s courses and programs – See the list of TechCred eligible Stark State programs below.

A Status Report, located within the application, must be submitted for all approved credentials every four months from the Effective Date of the Grant Agreement, or at the time of submitting a reimbursement request, whichever occurs first. The Status Report must indicate whether each credential is:

  • In process
  • Not started but will be completed by the project completion date
  • Completed but not yet submitted for reimbursement
  • Completed and submitted for reimbursement or reimbursed
  • Canceled

Failure to submit required status reports will result in the Grantee being considered in default of the Agreement, and grant funds may be reduced.

Please keep in mind going forward that the effective date will be the first day of the application period, meaning for October this will be October 1.

While this is still retroactive, it is a slight change from previous applications, which allowed the effective date to be backdated 30 days before the start of the application period.

Any training or costs incurred by the Employer before the award of eligibility and execution of the Grant Agreement are undertaken solely at the Employer’s risk.

Mark your calendars to be sure to submit the appropriate status report for each round of funding where an application was approved.
