NORTH CANTON, Ohio, Aug. 22, 2025 – Elaine Russell Reolfi and Fonda P. Williams II were recently reappointed to the Stark State College Board of Trustees. Their terms run through Aug. 1, 2028. The board also elected Reolfi as chair and Tracy L. Carter as first vice chair. Both will maintain these positions through August 2027.

Reolfi is chief executive officer of CommQuest Services, one of the largest nonprofit mental health and social services organizations in northeast Ohio. She previously was executive vice president for human resources and corporate relations at TimkenSteel Corporation (now Metallus). She also held multiple positions at The Timken Company and led various aspects of the company’s communications, brand management and employee engagement activities.
Reolfi has served on many nonprofit boards related to health and education. She has held national leadership roles as a council chair for the Manufacturers Alliance and as a member of the strategic communications council of the American Iron and Steel Institute. She has a bachelor’s degree in journalism and a master’s degree in business administration. She is also a graduate of the Executive Development for Global Excellence program at the University of Virginia Darden School of Business.

Williams is the chief operations officer at the Economic and Community Development Institute Inc. (ECDI), one of the top U.S. SBA intermediary microlenders, with the mission of investing in people to create measurable and enduring social and economic change. Prior to his current position, Williams worked for the City of Canton as deputy mayor/director of economic development, with responsibilities that included economic and community development, annexation and compliance.
Williams is an active member of the community. He has served on the Democratic Party Executive Committee and participated on numerous boards of directors and trustees. Williams earned a bachelor of arts degree from Duke University and is a member of Omega Psi Phi Fraternity.
